摘 要: 当前我国人力资本市场面临市场失灵与市场化不足、政府失灵、个人失灵并存的困境,考虑到人力资本的特殊性及其产权交易的复杂性,政府需要通过法律、经济、行政、服务、营销等多种方式实现促进和完善市场机制、预防和纠正经济主体的失灵以提升人力资本的配置效率以及兼顾公平和经济社会可持续发展的治理目标;采取的治理战略是政府主导下的多元联合治理,掌舵与服务并重,注重保障人力资本市场的运行条件,既要治理也需预防。 Faced with dilemmas of market failure and inadequate marketization, government failure, and personal failure on Chinese human capital market, considering the particularity of human capital and the complexity of its property-rights exchange, our government needs to promote and improve the market mechanism, prevent and correct the failures aims to enhance the efficiency of human capital allocation and justice and sustainable of economic society through multiple ways, such as laws, economics, administration, service and marketing. The strategy of governance, also need to prevent both concludes government-led multiple joint governance, both steering and services, and focus on ensuring operation conditions of human capital market.
