摘　　要： 伴随社会主义市场经济的深入发展,我国提出了一系列的财政改革措施,政府采购制度就是财政改革下的产物,它是政府加强财政支出管理、延伸财政支出监督职能、规范政府消费行为、从源头抑制腐败的一种有效手段。自从我国实施政府采购制度以来,取得了良好的经济效益和社会效益。当然,在具体实施过程中也会存在许多问题,政府采购市场竞争日趋激烈中暴露出现有体制的不足,如何使政府采购市场竞争规范化需要在理论研究与实践中不断探索和完善。 With the deep development of the socialist market economy,a series of financial reform measurements has been put forward in China. Government procurement system, as one of the products of the financial reform, is an effective means for the guvemment to strengthen its management on finance expenditure, expand its supervision function, regulate its con- sumption behavior and curb corruption from the source. Ever since the implementation of the government procurement sys- tem, China has achieved good economic and social benefits. Of course, there are still many problems in the specific imple- mentation process. The inadequacy of the system has emerged with the increasingly fierce competition in the government pro- curement market. Therefore, how to standardize the competition in the government procurement market has become an issue in both theory and practice which needs further exploration and investigation.
