摘 要: 人力资源保障机制是现代公共图书馆服务体系建设的关键问题。广州市于2015年起以地方政策法规推动公共图书馆服务体系、"图书馆之城"建设,遇到人力资源保障挑战。文章选取广州地区2个市级图书馆、11个区级图书馆以及43个镇(街道)图书馆进行人力资源现状调查。在全面了解各级图书馆编制内人员、非编制人员、新进人员资质要求、继续教育等情况的基础上,比照现代公共图书馆服务体系建设中的人力资源保障需求、法律政策规定的人力资源最低保障,从服务体系建设的视角,分析人员数量缺口大、人员专业性情况不理想、继续教育组织情况未能满足专业性提升需求等问题。 A key factor of success for modern public library service systems is human resources.But the current research on library human resources focuses mainly on management and pays little attention to the supporting of continuous library development.Since2015,with local policy and regulation support,Guangzhou has been promoting public library services and building a“City of Libraries”.However,human resources is a challenging issue.A survey of2municipal libraries,11district libraries and43sub-district libraries in Guangzhou has been conducted to reveal the current status of library human resources.By comparing to the needs of a modern public library service system,this paper identifies three key challenges in human resources,i.e.insufficient number of staff,level of professionalism not matching the expectation,and inadequate opportunities of continuing education.
