摘　　要： 在当前反腐倡廉和全球金融危机的大背景下,"小金库"问题在中央多个部委的重视下再次成为社会焦点。在我国,"小金库"问题由来已久,不健全的法制环境、领导干部淡薄的法制观念、单位内外部的监管失位以及违规违纪处罚不力等原因突显当前我国"小金库"治理能力比较低下。作为标本兼治的对策,加强反腐教育、强化外部监督、完善法制环境、构建协调机制等措施都可以在不同程度上提升"小金库"治理能力。 Under the current anti -corruption and the global financial crisis, the problem of ＂small treasuries＂ has become a social focus once again by the care of various central ministries and commissions. In China, the ＂small treasuries＂ has been a long - standing problem. Unsound legal environment, leaders＇ poor understanding of legal concept, internal and external supervision and control failure as well as ineffective penalties for discipline violation are the causes of the poor governance of the ＂ small treasuries＂. The reinforcement of the anti - corruption education, the external supervision, the improvement of the legal environment and the establishment of a coordination mechanism can enhance the capacity to govern the ＂small treasuries＂.
