摘　　要： 碳排放权的分配方式对于我国低碳经济的发展起着重要的作用。文章研究认为,基于我国国情,以历史排放或现有排放量的免费分配为主、拍卖为辅的混合分配模式,逐步过渡到减少免费分配的比例、增加拍卖的比例,直至完全拍卖,可能是中国当下最佳策略选择。 The distribution of carbon emissions plays an important role in the development of low carbon economy.This paper tries to analyze several different modes of distribution,and discusses which one will be exactly available to China＇s national conditions.It concludes that the best choice of contemporary China is the mixeddistribution mode which is mainly based on the free distribution of historical emissions or current emissions and the auxiliary auction.Its aim is to gradually reduce the proportion of free allocation and increase the auctions until the operation is completely run by auction.
