摘 要: 决策科学化与民主化是我国政府政策制定与行政决策中一贯提倡的重要原则。无独有偶,欧美近十多年来在政府治理与教育政策研究领域兴起的"以证据为本"的政策潮流与这"两化"原则有着异曲同工之妙。在最新的《中共中央关于全面深化改革若干重大问题的决定》中对中国教育发展提出了"全面深化综合改革"以及"教育治理体系和治理能力现代化"的时代要求。近年来随着信息技术的高速发展与普及,以"大数据"为基础的新型现代政府治理与决策亦显现为未来的趋势。本文提出在即将开启的"深化教育领域综合改革"中各级决策者可汲取"以证据为本"的理念和对大数据对政策决策影响的思考,从传统的政策调研和观点式决策向以多元丰富政策证据为支撑、大数据为助力的现代教育治理模式转变。 Scientific and democratic policy - making has been a long - standing rule for Chinese government. Coincidentally the Western evidence - based policy trend has shared this feature in Chinese context. Recently education reform has been called to have a comprehensive and deep scale, and the modernization of education governance system and capability is promoted. At the same time, big data era is confronting the education governance reform. This article aims to illuminate the current education policy reform by introducing and deliberating the concept of ' policy evidence'. Diversified and rich policy evidences are suggested to be integrated into the coming reform of education governance and policy practice.
