摘 要: 现阶段中国跨部门协作研究中,"协同治理"为"长期照护"尚未建制、跨部门协作实践不断涌现的国情"实然"提供了重要理论启蒙。本文将"协同治理"诠释为"制度化了"的协同合作,既重视"绩效观"导向下所能产生的制度效率和服务绩效,又重视"风险观"导向下理性行动者协同性的风险壁垒能力。以协同治理能否投射于长期照护结构性制度中、促成"绩效—风险"双轴互动的制度性框架作为切入点,分析"多阶段照护与分级制护理"的长期照护结构性制度的生成可行性;同时在中国尚处于"准混合经济照护"的社会现实中论述政府、市场、社会组织等照护持份者达成"高结构拟合度、低度可控型结构风险"的制度设计可能。本文选取一个较具"协同典型性"的积极个案作为细观"绩效—风险"双轴互动效能的循证研究,试图为中国长期照护在结构层面的制度化建设提供前沿启示。 At the present stage of the research domain within collaboration among multiple sectors in China's Mainland, "collaborative governance" provides a significant theoretical enlightenment for the "fact" of under- development of the construction of long - term care system but ever - increasing collaborative practice. This research interprets "collaborative governance" as a type of "institutional" collaborative cooperation, which not merely places a high emphasis upon the institutional and service effectiveness, but also upon the "risk avoid- ance capability" modeled by the rational actors. Taking "whether the collaborative governance could be uti- lized into the institutional practice of long - term care as well as promoting an institutional framework under the ' effectiveness - risk bi - axial interplay' " as the research breakthrough, this research tries to analyze the gen- erating feasibility of a "multi -stage caregiving and grading nursing" long -term care structural system, and embedding the risk perspective to discussing the possibility of designing a "high structural fitting as well as low and controllable structural risks" institution under the "quasi -mixed economy of care" by multiple stake- holders of government, market, and social organizations, etc. Selecting a community bearing the typical fea- ture of "collaboration" as an evidence- based study to scrutinize the "effectiveness -risk bi -axial inter- play", so as to provide enlightenment for the development of long - term care structural system in China's Mainland.
