摘　　要： 不同的残障概念模型形塑了不同的残障人士就业政策和就业模式。本文首先介绍了三种不同的残障概念模型,结合政策工具理论,发展一个新的残障人士就业保障政策的目标-工具的理论分析框架;运用文献分析法,结合部分访谈法的资料,对集中就业的政策工具进行剖析,分析当代残疾人集中就业的政策工具的类型与特征,探讨其更吻合何种残障模型;最后立足残障概念的社会模型,提出政策工具创新的路径。 Different conceptual model of disability constructs different disability employment policy and models. Integrating theories about three conceptual models of disability into theories of policy tool, this paper develops a new analysis workframe of policy target-policy tool to discuss which conceptual model of disbility is suitable for present Mainland disability's concentrative employment. The ways of how to innovate these policy tools are presented at the end of the paper, based on the social model of disability concept.
