摘　　要： 文章从国家、家庭和市场福利责任界定的理论视角,聚焦老人赡养费核定这一议题,梳理了家庭赡养费核定的主要模式,探讨了申请社会救助家庭经济核定中到底应不应该核定老人赡养费以及赡养费核定的福利治理取向等问题。虽然老人赡养费责任由家庭承担在我国具有深厚的文化渊源和观念基础,但是,在高质量发展的社会福利体系中,国家应当承担更积极的老年赡养责任,未来政策调整应适当减轻家庭子女的福利责任或通过税收优惠激励等方式支持子女承担福利责任。 This article focuses on the issue of determining maintenance for the elderly from the theoretical perspective of welfare responsibilities definition among state,family and market.The article discusses the question of whether family economy should determine maintenance and the welfare governance orientation of maintenance determination.Although it has a profound cultural origin and conceptual foundation for Chinese family to undertake the maintenance responsibility for the elderly,the state in a high-quality social welfare system should assume a more active responsibility for old-age support,and adjust future policies to appropriately reduce the welfare responsibilities of children or encourage the children to undertake welfare responsibilities through tax incentives.
