摘　　要： 技术治理超越外部协同和内部整合的治理模式,表现为政府创制"数字公民"和"数字疆域",社会化读取基层、可视化精准管理,从模糊走向清晰治理。它源于技治理性的政治动力、数据驱动的简化机制和权威动员的协同体系,展现了中国国家治理现代化的效能性、独特性和新方向。 As a new mode of urban governance reform that transcends external coordination and internal force integration, technology governance focusing on information technology applications emerge in succession. The local government creates “digital citizens” and “digital boundaries” to socialize the grass-roots status, visualize accurate management, and promote the governance from fuzzy to clear. This technology governance practice stems from the political power of technical rationality, data-driven simplification, and a coordinated system of authority mobilization, demonstrating the uniqueness, effectiveness, and new direction of China’s modernization of governance.
