摘　　要： 乡村振兴是全面建成小康社会的重要抓手,有效治理是乡村振兴的关键支撑。自治型治村与行政化治村是乡村治理的两种基本形态,两者均存在较为突出的治理效能瓶颈。近年来,农村小区化治理的典型案例表明,通过共识动员、双线管制和绩效分利推进的规则嵌入,建构乡村治理的规范市场,是达到有效治理的新形态。规则嵌入的市场建构表明,资本下乡并不一定带来负面效应;其中,服务外包的市场过程如能获得政府、社会的共建助力,从而获得更多规范的机制供给,将给乡村有效治理带来全新的契机。 Rural revitalization is an important starting point for building a well-off society in an all-round way,and effective governance is the key support for rural revitalization.Autonomous village governance and administrative village governance are two basic forms of rural governance,but both have bottlenecks in effectiveness.The typical cases of rural community governance in recent years show that the establishment of a standardized market for rural governance through consensus mobilization,dual line regulation,and performance profit promotion is a new form of effective governance.The market construction embedded in the rules shows that capital to the countryside does not necessarily bring negative effects,and that if the market process of service outsourcing can obtain more mechanism supply,it will bring new opportunities for effective rural governance.
