摘　　要： 高速工业化地区集聚大量外来人口,带动地方经济发展,也给治理带来了挑战。典型现象是"新土客冲突"。近年来,"新土客冲突"事件在公共媒体上的数量有所削减,但是仍然存在出现的现实风险,其有效治理需要重视地方政府实践。本文观察D镇本地人和外地人从隔阂丛生、暴力冲撞到相安共处的关系演变,发现地方政府试图在"全能型政府"与"悬浮型政府"之外探索"划界治理"新路径,即明晰边界优化基层政府、本地人与外地人的互动体系,推进了"新土客冲突"的消解。这一治理路径缘于从"自己孩子自家抱"到"两条腿走路"的认知解放,成于行政边界、身份边界和权力边界的重新划定,体现了地方政府建设社会治理共同体的努力。这一发现有助于探讨治理单位的合理边界判定,表明有效治理与边界划定具有契合性,但这不仅是一个行政规模问题,还包括身份边界和治理边界等多个方面,为理论研究和政策分析提出新的探讨方向。 High speed industrialized areas gather a large number of outsiders, promote the development of local economy, and yet bring challenges to governance as well. The typical phenomenon is the conflict between locals and outsiders. In recent years, the number of new conflicts in public media has been reduced, but there are still realistic risks. Effective governance of the conflict requires paying attention to the practical experience of local governments. Observing the change of the relationship between the locals and outsiders in D town, this paper suggests that governance based-on boundary delimiting contributes to resolving the conflict. It originates from the cognitive liberation of "holding their own children" to "walking on two legs", and demarcation of the administrative boundary, the identity boundary, and the power boundary, reflecting the efforts of local governments to build social governance community. This discovery is helpful to explore the reasonable boundary of governance units. It shows that effective governance and boundary demarcation are compatible, but it is not only an administrative scale problem, but also includes identity boundary and governance boundary and provides a new direction for theoretical research and policy analysis.
