摘　　要： 政府的治理能力包括价值塑造能力、资源集聚能力、网络构建能力、流程创新能力和问题回应能力。治理能力的现代化,是指治理能力具有现代性特征并符合现代社会治理要求的一种状态。治理能力现代化的评估应使用战略性、信息化、多元化、多中心、就绪性和法治化等标准,采用客观评价和主观评价相结合的方法。 The capacity of governance can be divided into the capability of value shaping, resource collection, network building, process innovation and problem response. The modernization of governance capacity means modernity and accords with the requirement of modern society. The criterion such as strategy - oriented, informatization, pluralism, polycentrism, availability and rule of law should be used to evaluate the capacity of governance. The combination of objective and subjective method is essential for governance capacity evaluation as well.
