摘　　要： 地方治理的既有研究认为,地方政府为推进公民有序参与,正在改变以集权和控制为核心的稳控型管理,逐步迈向以分权与协商为特征的参与式治理。观察广州市城市社区综合整治案例,本文发现地方政府对公民参与的吸纳既非稳控型管理,也非参与式治理,而是实施权威治理,即通过构建参与机制、吸纳社会精英和明晰制度规则,促进多元治理主体治权共用。这一发现在理论上增进了关于地方政府管理模式变迁的研究发现,深化了关于地方政府吸纳公民参与及权威体制柔韧性的学术探讨,为推进政府与公众建构良性互动关系提供了地方经验。 Literature on Local Governance illustrate that local governments are gradually transfer stable management patterns which rely on centralization and control into decentralized and deliberative participatory governance to facilitate the citizens’ participant.According to the empirical observation of a case which shows a reconstructed project of city communities in Guangzhou,the paper suggest that the way of local governments absorbing citizens’ participant names 'Authoritarian Governance',instead of,traditionally,stable management and participatory governance.That is tosay,in this approach,the vital features are setting up participatory rules,absorbing social elites,clarifying regulations and promoting multiple sharing of power.This study enriches the theoretically finding in changing of local governments’ management patterns.Meanwhile,the study strengthen the academic research about the absorbing of citizens’ participant and authoritarian resilience,and also provide a local experience which trends to construct a superb interactive relationship between the local government and citizens.
