摘 要: 重大项目建设导致的邻避型群体性事件频发要求地方治理革新。D区垃圾焚烧发电厂选址建设实践表明,作为一种新制度创设,社会稳定风险评估以探试型决策、数据社会化、协商式执行优化了传统行政主导、强力推进的政策过程,消解了非制度化公民参与,从而助力邻避困局破解和重大项目落地。案例分析提供了地方政府重大项目选址治理创新的实践经验,也为后续相关研究提供了新的方向与问题。 The construction of major projects leads to frequent incidents of NIMBY conflict, which requires the reform of local governance. The case study of the waste incineration site in D district shows that the social stability risk assessment is useful for major project construction, because it changes the traditional administration mode and policy process into heuristic decision, socialize data collection and deliberative execution, which helps to solve the NIMBY dilemma. The case study provides the experience of local government's major project construction, and also provides new directions and problems for follow-up research.
