摘　　要： 农村秩序的制度化建构关系基层社会稳定,是中国基层治理现代化的重要议题。描述广州市下围村以基层协商化解派系斗争的实践过程,指出权威协商是制度化建构农村秩序的一种治理方式,体现为县乡干部在维稳方式选择上解放认知,并通过党政镶嵌的规则自治、基于营销的政策创制推进基层协商制度化。这在理论上深化了权威协商和中国协商民主的相关研究,实践上提供了一个党的领导和村民自治在农村治理中有机统一的范例。 Institutionalization of rural order construction influences rural stability and thus is an important issue in the modernization of rural governance in China.The paper describes the governance process of Xiawei village in Guangzhou,points out that the authoritative deliberation is institutionalized as a mode of governanceto renew the rural order.It shows that the county and township officials have emancipated the cognition of maintaining stability and institutionalize grassroots deliberationby promoting rule-based autonomy and marketing policy innovation.It deepens the research of authoritarian deliberation and China’s deliberative democracy,and provides an example of rural governance,which balances the party’s leadership and villager autonomy.
