进入21世纪以来我国乡村教师政策文本的话语分析

摘  要: 乡村教师是乡村教育发展的关键,乡村教师政策是我国教育政策话语体系的重要组成部分。以进入21世纪以来我国乡村教师政策文本作为研究对象,从费尔克拉夫话语分析理论框架出发,审视乡村教师政策话语的演进脉络和发展特征可以发现,专项计划是补充乡村师资的重要抓手、职前职后一体化是乡村教师素质提升新趋向、乡村教师待遇保障由"保基本"转向"全覆盖"、乡村教师区域配置的均衡与公平得以强调。面对新时代乡村振兴和教育现代化的建设要求,我国乡村教师政策在政策话语内容、话语立场和政策执行方面与理想状态仍存在一定差距,还需通过强化对乡村教师的战略关注,均衡配置政策话语;彰显政策话语的乡村立场,避免城乡同质化;完善政策话语落实机制,提升乡村教师职业吸引力,以推进乡村教师政策话语合理建构。 Rural teachers are the key to the development of rural education, and rural teacher policy is an important part of China’s educational policy discourse system. Based on the theoretical framework of Fairclough discourse analysis, this paper examines the evolution and development characteristics of the policy discourse for rural teachers in China since the 21 st century. The study found that special plans have become an important starting point to supplement rural teachers, the integration of pre-service and post-service has become a new trend of improving the quality of rural teachers, the treatment of rural teachers has shifted from“basic protection”to“full coverage”, and the balance and fairness of regional allocation of rural teachers have been emphasized. In the face of the requirements of rural revitalization and education modernization, there is still a gap between the content, position and implementation of policy discourse of rural teachers in China and the ideal condition. Therefore, it is necessary to pay the strategic attention to rural teachers, strengthen balanced allocation of policy discourse,and highlight the rural position of policy discourse to avoid the homogenization of urban and rural areas.In order to promote the reasonable construction of policy discourse for rural teachers, the implementation mechanism of policy discourse should be improved and the occupational attraction of rural teachers should be enhanced.
