摘　　要： 强化制度建设是反腐败必由之路。制度建设包括制度健全完善与制度强化执行。制度健全完善要求建立反腐败"制度清单",围绕制度清单健全完善公务员管理制度,建构符合中国国情的财产申报制度,建立防止公职人员利益冲突制度,深入推进政务公开制度,强化推进财政预算科学管理制度,加快健全完善金融监管制度。制度强化执行要求塑造"热炉法则",以"热炉法则"推进制度执行要素实现。严肃违反制度行为责任追究,定期开展制度执行情况评估检查,强化执行制度部门的责任意识,强化领导干部特别是"一把手"的制度遵守,营造制度执行的良性社会环境。 To strengthen the system construction is the route that must be taken in the program of anti-corruption. The system construction includes the construction of a perfect system and strengthening of system implementation. The perfect system requires the establishment of anti-corruption 'system'list,based on which the management system of civil servants may be perfected,the property declaration system according to the Chinese situation will be established,a system will be established to prevent the interest conflict of public officials,and the budget system and the financial supervision system will be improved. To strengthen the implementation of system requires the establishment of the 'hot stove rule',which will promote the system execution. A healthy social environment needs to be created for the system implementation by strengthening the punitive responsibility for violation of the system,regularly evaluating the system implementation situation,strengthening the responsibility sense of the competent departments,and enhancing the leaders' obedience of the system,especially enhancing the responsibility of the first leader.
