摘　　要： 中国石油大学(华东)、中国石油大学(北京)、北京石油化工学院、辽宁石油化工大学、东北石油大学、西安石油大学、广东石油化工学院为"卓越工程师教育培养计划"(以下简称"卓越计划")高校(以下简称石化卓越高校),这七所高校图书馆在外文资源建设及服务方面发展不均衡。根据石化卓越高校对外文资源的实际需求,围绕"卓越计划"的特点,七所石化卓越高校图书馆应构建"石化卓越高校图书馆联盟",建立石化卓越高校图书馆"卓越计划"的外文资源建设体系,并以行业企业为依托,通过资源共享平台,针对强化学生工程能力和创新能力的培养,开展石化卓越高校图书馆外文资源特色服务,以满足石化卓越高校应用型人才对外文资源需求的最大化。 China University of Petroleum （Huadong）, China University of Petroleum （Beijing）, Beijing Institute of Petrochemical Technology, Liaoning Shihua University, Northeast Petroleum University, Xi＇an Shiyou University end Guangdong University of Petrochemical Technology are universities of ＂Outstanding Engineers Training Plan＂ （Excellence Plan） （petro chemical excellent university）.There is an uneven development in foreign resources construction and services of these seven university libraries, According to actual demands of petrochemical excellent universities for foreign resources around characteristics of Excellence Plan, these seven university libraries of Excellence Plan should establish ＂the petrochemical excellent university library alliance＂, establish the foreign resource construction system of petrochemical excellent university libraries of ＂Excellence Plan＂, and rely on industries and enterprises, through the resource sharing platform, aiming at strengthening the training of the student engineering and innovation capability, carry out foreign resource special services of petrochemical excellent university libraries to meet applied talents＇ needs for foreign resources in petrochemical excellent universities,
