摘　　要： 在人是“有限理性”的前提下,只有查新程序合理及过程规范,才有查新结果的理性可言。查新专业判断在查新理论中占有重要的地位,并贯穿于查新过程的始终。“有限理性”理论的运用,要求我们更加重视查新实务的程序理性和查新专业判断的理性,以保证查新工作步入良性循环。 On the premise that human being is limited reasonable, the reasonable novelty search result is based on sound novelty search procedures and standard process. The novelty search professional judgment ranks the top position among the theory of novelty search and working throughout the process of the novelty search. We should pay more attention to the reasonableness of the novelty search procedures practice and the professional judgment to meet the requirement of the application of the limited reasonable theory, which ensures the novelty search in the right direction.
