摘 要: 我国残疾人就业形势存在高失业率和低参与率并存的特征,教育歧视与就业歧视的累积恶性作用加剧了残疾劳动者的就业难度。在借鉴美国等发达国家残疾人就业促进措施、经验及其发展趋势的基础上,提出优化政府就业促进制度,同时坚决反对残疾人教育歧视和就业歧视是提高残疾人就业水平和就业质量的基本措施。 At present, the employment situation of persons with disabilities in China exists high rates of unemployment and low participation. The cumulative effect of discrimination in education and employment discrimination exacerbates the difficulty of employment of workers with disabilities. Viewing from the United States and other developed countries' experience of employment promotion of persons with disabilities, this paper stresses that active measures of government intervention must be optimized. At the same time, we must resolutely take anti-discrimination measures to promote persons with disabilities' employment levels and quality.
