基于目标定位的渔政船执法取证系统的设计与研究

摘  要: 渔业执法是维护渔区正常渔业生产秩序,保障合法生产渔民的利益,维护渔业资源可持续发展的重要手段。执法取证工作是判断渔船是否违规作业的重要依据,然而,海上执法取证存在距离远,海面环境影响大,稳定度和精度要求高等特点,普通的相机和录像机很难同时满足海上取证的需要,因此,有必要加强对渔政船执法取证系统的研究,改进渔业执法取证的方式。 本文针对渔政普通取证系统存在的执法难、取证难等问题,提出一种基于目标定位的渔政船执法取证系统的解决方案。针对渔政执法过程实际需求,提出系统的主要技术指标,设计了系统的总体方案;通过对传统的导航定位技术分析,研究了执法取证系统的定位技术,推算出目标定位公式;通过对定位模块的功能和原理结构的分析,提出了基于TMS320F2812处理器的定位模块,设计了定位模块的软硬件;实现了拍摄的过程中对目标船经纬度准确显示的功能,解决传统渔业执法视频证据中“地点”不足的难题,提高渔业执法效率,降低渔业执法成本,提升渔业执法人员执法的积极性。 通过合作研发,渔政船执法取证系统已经调试使用,该系统在中国渔政311船安装使用,在南中国海的多次执行任务中获取大量的图片和录像资料证据,为后期处理国内、外渔业案件提供有力证据。随着我国在处理国内、国际海事纠纷事务法律的进一步规范化,对获取证据手段的要求在不断提高,渔政船执法取证系统在打击走私犯罪、处理国内外渔业纠纷、海上救捞、海上交通监管等发挥重要的作用。 Fishery law enforcement is maintaining the normal order of mutually fishery production and to ensure the legal interests of fishermen, maintain production of fishery resources sustainable development is the important means. Law enforcement forensics is illegal fishing operations are the important basis, however, evidence exists, the enforcement of environmental impact distance sea, stability and precision higher characteristic, ordinary camera and video evidence to meet needs of sea, therefore, it is necessary to strengthen the research of main dimension enforcement forensics system, improve the fishery law enforcement evidence In this paper, the existing ordinary forensics system administrative law enforcement and forensics problems is proposed based on the objectives of the main dimension enforcement forensics system solutions. For fishery law enforcement process actual demand, the main technical indexes system is presented, the design scheme of the system, Based on the traditional technology, research and analysis of the navigation the enforcement of the positioning technologies forensics system, calculate target formula, Based on the function and position of the structure, principle of analysis is proposed based on TMS320F2812 processor module, design the positioning orientation of software and hardware modules, Realizing the filming process on the target ship the latitude and longitude of accurate display functions to solve traditional video evidence of fishery law enforcement 'location' shortage problem, improve the fishery law enforcement efficiency, reduce the cost and improve the fishery law enforcement of fishery law enforcement of the law. Through cooperation development, main dimension enforcement forensics system commissioning, this system has been used in the Chinese fishery law enforcement ship installation, use in NO.311 of South China Sea in many missions to get a lot of pictures and videos material evidence for processing and provide domestic and fishery cases of evidence.
