摘　　要： [研究目的]科学识别关键核心技术,对把握技术领域重点,突破“卡脖子”技术,锻造“杀手锏”技术具有重要意义。[研究方法]通过辨析“国家关键技术”“关键核心技术”“卡脖子”和“杀手锏”技术的概念内涵,基于社会网络分析方法,构建了探究技术关联关系、识别关键核心技术、筛选“卡脖子”和“杀手锏”技术的分析框架,并以2010—2021年间下一代信息网络技术领域的全球主要国家专利数据进行案例研究。[研究结论]研究发现下一代信息网络技术领域中的关键核心技术主要集中于数据处理(G06F)小类,也涉及无线通讯网络相关的技术和设备(H04W-004、H04W-088),数据交换网络(H04L-012)、电话通讯的分局设备(H04M-001)和数据传输技术中的无线电传输系统(H04B-007)。其中,G06F-015、H04B-007、G06F-009三个技术大组存在严重的潜在“卡脖子”风险,H04W-088和H04L-012两个技术大组具有锻造成为“杀手锏”技术的潜力。该文的研究方法和结论能够为中国打好关键核心技术攻坚战的实践和实现关键核心技术突破的理论研究提供有益参考。 [Research purpose]Scientifically and reasonably identifying key core technology is of great significance to identify priorities in the technical fields,overcome"neck-jamming"technologies and forge"killer mace"technologies.[Research method]By differentiating and analyzing the connotations of"national key technology""key core technology""neck-jamming"and"killer mace"technology,and based on the social network analysis method,this paper constructed an analysis framework for exploring the relationship between technologies,identifying key core technologies and screening"neck-jamming"and"killer mace"technologies,and conducted case studies with world patent data in the field of next generation information network technology from 2010 to 2021.[Research conclusion]The research results found that the key core technologies in the field of next generation information network technology centered on data processing(G06F),and also involved technologies and equipment related to wireless communication network(H04W-004;H04W-088),data exchange network(H04L-012),branch equipment of telephone communication(H04M-001)and radio transmission system in data transmission technology(H04B-007).Among them,China faces serious potential"neck-jamming"risk in G06F-015,H04B-007 and G06F-009,and has the potential in forging a"killer mace"technology in H04W-088 and H04L-012.The research methods and conclusions of this paper can provide a useful reference for the practice and theoretical research of key core technology breakthrough in China.
