摘　　要： 在两个百年奋斗目标的历史交汇期,把学习《习近平谈治国理政》第三卷和贯彻党的十九届五中全会精神结合起来,努力把握一个重大主题、领会两个重要判断、坚持三项基本经济制度,这对于开启全面建设社会主义现代化国家新征程,具有十分重要的理论意义和实践意义。本文在论述了中国特色社会主义这个重大主题的提出、丰富和发展过程的基础上指出,中国特色社会主义的"中国特色",集中表现在它的历史起点、制度设计、发展道路、指导思想和领导力量等五个方面;论述了中国特色社会主义进入新时代、各国人民同属人类命运共同体这两个重要判断的依据和实践意义;论述了国家三项基本经济制度的来龙去脉,指出《共产党宣言》要消灭的私有制,不是指我国今天的个体户和民营企业,而是特指资本主义私有制,"消灭"各种私有制的工作,是我国社会主义改造已经完成的任务,从而透彻阐述了习近平总书记的重要论断"民营企业和民营企业家是我们自己人"的事实依据。 In the historical time of the convergence of the two hundred-year goals,it is of great theoretical and practical significance to start the new journey of building a socialist modern country in an all-round way by combining the study of Volume 3 of Xi Jinping:The Governance of China with the implementation of the spirit of the Fifth Plenary session of the 19 th CPC Central Committee,with a view to grasping a major theme,understanding two important judgments and adhering to the three basic economic systems.After discussing the process of proposing,enriching and developing the major theme of socialism with Chinese characteristics,this article points out that the Chinese characteristics"of socialism are reflected in five aspects including its historical starting point,system design,development path,guiding ideology and leading force.The paper demonstrates the basis and practical significance of the two major judgments that socialism with Chinese characteristics has entered a new era and that the people of all countries belong to a community with a shared future for humanity.It also analyses the ins and outs of the three basic economic systems of the country,and points out that the private ownership to be eliminated in the Communist Manifesto does not refer to the self-employed and private enterprises in our country today,but refers specifically to capitalistic private ownership.Eliminating all kinds of private ownership is the task that has been completed in the socialist transformation of our country,thus forming a factual basis for General Secretary Xi Jinping’s important statement that"private enterprises and private entrepreneurs are members of our own family."The article intends to share some ideas with those who are delving deeper into Volume 3 of Xi Jinping:The Governance of China.
