Kita Ikki, the father of Japanese fascism, put forward the idea of building a Great Revolutionary Empire, which is regarded as the ideological origin of the 'Greater East Asia Co-Prosperity Sphere'.Since the 1990s,some Japanese scholars have praised Kita Ikki as a hero for 'liberating Asia',a view shared by some U.S.scholars.Chinese scholars have not thus far referred much to Kita Ikki while discussing modern fascist movements in Japan, with the result that it has been difficult to refute these assertions forcefully. Therefore, this paper hits back at the right wing scholars overseas by studying Kita Ikki's views on the Twenty-One Demands according to primary materials in the Collection of Kita Ikki. The study demonstrates that Kita Ikki's idea was not only an aggressive theory which served Japan in its pursuit of hegemony in Asia, but also a distorted reflection on the reality of East Asian international relations.
