摘 要: 教育券是对政府直接举办公立学校的传统教育体制的改革性尝试 ,它使政府、学校、学生及学生家长三方共同参与其中 ,从而不仅能使学校在竞争中提高办学质量 ,政府教育投资的效率得到提高 ,而且也体现了受教育的公平性。然而 ,教育券所产生的公平和效率仍是有限的 ,应用于中国实际必须注意“因地制宜”。 School voucher is a try in the reform of the traditional education structure: the public school supported by the government.It makes three sides: government , school , student and parents participate together. Thus schools can raise quality through running a school among competitions,the government's efficiency of educational investment is also raised, and it has reflected the fairness of receiving education as well. However, equity and efficiency, which school voucher produces are still limited, so we must pay attention to' suiting measures to local conditions' while applying it to China's reality.
