摘　　要： 我国县级以下人大代表直接选举的制度建设,经过多年的实践探索,已取得了很大成就。但同时应看到在当前社会转型的大背景下,选举过程中还存在一些不尽人意的现象,影响了选举制度功能的有效发挥。要解决上述问题,可以考虑在坚持选举法基本原则的大前提下,缩小城乡人大代表所代表人口数的比例差别,将户籍所在地和按居住地与工作单位登记两种方式结合起来以方便流动人口参加选举,用预选代替酝酿讨论和协商,建立选举过程的竞争和择优机制以切实提高代表素质等。 Great progress has been achieved in China＇s direct representatives election system of People＇s Congress. But there still exists some unsatisfactory elements including the unreasonable ratio of representatives on behalf of voters between urban and rural constituencies ,floating population＇s election registration, procedures of determining the offical candidates and requirements of elected representatives ,which weakens the functions of election system .Providing persisting basic principles of electoral law, and some actions should be taken to narrow the gap of the ratio of representatives on behalf of voters between urban and rural constituencies, apply two election registration ways flexibly according to accounts and residence or working unit for floating population＇s participation, substitute the brewing and discussing way of determining the offical candidates with prepared election, strengthen election process＇s competition to increase the representatives＇ quality.
