摘 要: 社区建设是近年中央政府在全国推动城市基层政治体制改革的措施。根据我们在多个城市 的观察发现,许多社区强调政府的资金支持和政策支持,较少社区真正调动了居民参与的积极性,尤其是 居民具有贡献性质的持久参与。本文通过上海和广州两个典型社区不同的实践模式比较,探讨城市社区建 设过程中,从政府寻求资源以及从社会和居民当中寻求资源这两种不同的资源调动方式及其产生的不同效 果。 Building Community is an important reform of political institute in basic level that has been urged by central government of China recently. We observed in some cities that many modes of building community depended on the financial and political support from the government while few of them had really aroused citizen's interest of participation. So,building community ends in fact as a political action. This paper discusses how a community can make use of recourses for its development by different ways,based on a comparison of two practical cases of building community in Shanghai and Guangzhou.
