摘　　要： 党的十八届三中全会作出了创新社会治理体制的战略部署,《中共中央关于加强和改进党的群团工作的意见》支持群团组织参与创新社会治理,探讨共青团如何适应新形势积极参与社会治理有着重要意义。调查发现,广东镇街共青团组织在对象、服务、资源、机制等方面面临着不同程度的挑战,在参与社会治理方面呈现出总体态度乐观、实践探索多样、地区差异明显等特征。群团改革背景下,共青团在顶层设计、实践探索等方面也有着新机遇,可在参与社会治理领域中探寻新的作用空间。共青团组织应进一步加强结构性布局、强化主体性建设、推动内容性升级、提升专业性水平,以更好地参与社会治理。 In the third Plenary Session of the 18th CPC Central Committee, the party has made the strategic deployment of innovating social governance system. The CPC Central Committee on Strengthening and Improving the Party＇s Mass Organizations Work proposes that mass organizations involve in social governance innovation. Under this background, it is of great significance to discuss how the Communist Youth League （CYL） can adapt to tire new situation and participate in social governance. The results of the survey showed that Guangdong＇ s CYL organizations at sub-district level is facing different levels of challenges in terms of service objects, services, resources, mechanism, etc. The results also showed some characteristics, namely, the general attitude of optimism, the diversity of practice, and the obvious regional differences, in CYL＇ s participation in social governance. Under the background of reforming mass organizations, the CYL has new opportunities in reforming its top-level design, and practical exploration ; and can seek its new role in the field of social governance. In the future, the CYL should strengthen its structural layout, enhance its construction of subjectivity, promote its content upgrade, and improve its professional level, so as to participate in social governance in a better way.
