摘　　要： 随着新冠疫情在全球范围内的暴发流行,这一人类历史上防控难度最大的重大突发公共卫生事件,严重威胁人类的生命安全和经济社会的发展,对新冠疫情的防范与应急处置成为全球各国面临的重大挑战。本研究以疫情防控常态化背景下H省S市W县2021年1月10日到2021年2月21日新冠疫情反弹发展为研究对象,通过对S市W县疫情应急管理措施和效果进行分析,找出疫情反弹应急处置中的短板弱项并分析原因,据此为提升基层重大突发公共卫生事件应急能力提出针对性的策略路径建议。 The global outbreak of COVID-19 is considered as the most crucial global health calamity in human history,which has seriously threatened human life safety and social and economic development.Its prevention,control and response have become a major challenge for all countries in the world.Under the background of the normalization of epidemic prevention and control,this study takes the rebound development of COVID-19 epidemic situation in W County,S City,H Province from January 10,2021 to February 21,2021 as the research object.Through the analysis of the emergency management measures and effects of the epidemic situation in W County of S City,the study finds out the weaknesses in the emergency response and analyzes the reasons,and puts forward targeted strategies and suggestions to improve the emergency response capacity of major public health emergencies at the grass-roots level.
