摘　　要： 加入WTO以后政策性金融的作用日益凸显。政策性金融是计划与市场的巧妙结合体 ,其促进经济持续稳定发展的主要作用机制是引导—虹吸—扩张机制。但在我国 ,这一扩张机制作用的发挥还受诸多因素的限制 ,如政策性金融机构的决策机制和资信、资金实力 ,商业性金融机构的运行机制及实力 ,法律制度环境 ,社会文化风俗等。政策性金融作用的发挥不仅有赖于政策性金融机构本身素质的提高 ,还有赖于政策性金融所处外部环境的不断完善。 The function of policy-based finance becomes more and more important after entering WTO. Policy-based finance is a skillful combination of plan and market. The main mechanism of policy-based finance function is lead-attraction-expansion. But it is influenced by many factors in China. After meticulous analysis about these factors we arrive at the conclusion: the development of policy-based finance function depends on not only the character exaltation of the policy-base finance institutions but also the improvement of the exterior environment.
