摘　　要： 行政法的适用过程就是行政法的解释过程。行政执法解释之方法,不仅包括文义解释、体系解释、历史解释与目的解释等基本方法,而且还应涵括类推适用、目的性限缩以及目的性扩张等漏洞填补方法。行政执法解释方法并没有一成不变之顺序,只有具体案件具体分析,才能实现个案之正义。但是,漏洞填补方法只有在用尽了基本解释方法之后才有适用之余地。 The application of administrative law process is the interpretation of administrative law process.Interpretation of administrative law enforcement methods,including not only the context interpretation,systematic interpretation and teleological interpretation of history to explain the basic method,but also includes an overview of analogy,for the purpose and the purpose Limit of expansion methods such as fill the holes.Interpretation and administrative law enforcement of the order is not immutable,and only case-specific analysis,the case of justice can be achieved.However,the holes fill the method only after the exhaustion of the basic interpretation only applies to the room.
