摘 要: "制度必须与人事相配合。……制度是死的,人事是活的,死的制度绝不能完全配合上活的人事。"钱穆一席话道出制度与人事的关系。清季外务部成立后,其各项制度的制定很大程度上为新政时局所迫,但外务部职位多由旧人出任,当欲设立储才馆培养新式外交人才以替换这些旧人时,即出现极大的阻力与困难。制度虽确立了,而相应的人事运作却远远滞后于制度,这一问题在晚清新政外务部制度转型过程中尤为特出。本文欲藉储才馆成立的过程,见微知著,探求清季新政外务部制度转型过程中所出现的真相。 ‘System should cooperate harmoniously with personnel affairs system is rigescent, but personnel affairs are flexible, the former certainly can not fit to the latter. ' What Qian Mu said suggests the relationship between system and personnel affairs. While the foreign affairs ministry had been set up in the late Ch'ing, its system was pushed by the New Policies of latter stage of Qing Dynasty. So the positions of the foreign affairs ministry were occupied by the former people, of which it was very difficult to set up the storage of new talents to take the place. It's a serious problem that personnel affairs lagged behind the system in the transformation of the foreign affairs ministry. This paper would focus on discussing this problem.
