摘　　要： 新中国成立初期,党和政府高度重视业余教育,领导群众根据各自不同的情况,运用多种多样的办学模式解决群众的文化教育问题。北京市业余教育在教育对象、办学管理模式、教师培养、教学内容等方面都有鲜明的时代特色。通过业余教育,提高了群众的文化素质,稳固了城市政权。 In the early of new China, the Party and State attached great importance to amateur education and led the masses to use a variety of school-running model to solve the cultural education issue of the masses according to their different situations. Beijing amateur education had distinct characteristics of the times in the respects of education object, school-running management model, teachers' training, teaching content and so on. The amateur education improved the cultural quality of the masses and consolidated the city regime.
