摘　　要： 通过分析区域多中心管治的产生背景,总结出3方面内容:全球化浪潮的冲击、多中心城市区域的兴起以及"集中式"与"分散式"管治的弊端,界定和阐述了区域多中心管治的内涵,主张各城市之间开展合作,在合作的前提下,维持竞争,目标是提高城市区域整体竞争能力,并进一步提出通过实行行政区划调整、完善公众参与机制、完善政府职能分工、坚持协调发展、强制与控制并用的途径来构建区域多中心管治。最后,以珠江三角洲为例进行实证研究。 The author analyses the background causing the regional multicenter governance from three aspects, which includes the globalization、the multicenter regionalism and the disadvantages of concentratedstyle and decentralizedstyle governance.It explicates the comprehension of multicenter governance and insists on cooperation and competition among cities aiming at improving regional rivalrousness . Furthermore, the author proposes to create the multicenter governance by adjusting administrative divisions、consummating the mechanism of the public participation、perfecting the distribution of governmental functions, insisting on the coordinative development and using compulsion and control together. The author takes the Pearl River Delta as an example to make a demonstration.
