摘　　要： 农村土地流转是实现农地规模化、产业化和现代化发展的前提,促进农村土地流转对解决"三农"问题将产生重大作用。当前我国农地流转面临诸多困境:多带有趋利性、低效性、被动性、无序性;大部分地区流转速度慢,比重较小。如何通过规范和引导,推进农地流转,是当前亟需解决的问题。通过分析农村土地流转的现实障碍因素,找出破解我国农地流转困境的相关措施,有的放矢,构建市场、政府、农户三者协调一致且高效、规范、有序运行的流转机制。 Farmland transfer is the prerequisite for the scale upgrading, industrialization and modernization of farmland, and its promotion will have a significant role in solving the issue of agriculture, farmers and the countryside. However, the project is facing has become an urgent problem to resolve. This plenty of difficulties, so how to regulate, guide and promote it article attempts to find out the barriers to farmland transfer so as to overcome the difficulties and construct an efficient, standardized and orderly transfer mechanism which effectively coordinates the market, government and farmers.
