摘　　要： 农村土地流转是实现农地规模化、产业化和现代化发展的前提。促进农村土地流转对解决"三农"问题将产生重大作用。当前我国农地流转面临诸多困境——多带有趋利性、低效性、被动性、无序性,大部分地区流转速度慢,比重较小。如何通过规范和引导,推进农地流转,是当前亟需解决的问题。本文试图找出农村土地流转的现实障碍因素,破解我国农地流转困境,有的放矢,构建市场、政府、农户三者协调一致,高效、规范、有序运行的流转机制。 farmland transfer is the prerequisite of development of firmland for the realization of farmland large - scale, industrialization and modernization. Promoting the circulation of farmland will have a significant role in solving the ＂three rural＂ issue. At present, the circulation of farmland in China face many difficulties With individual, inefficient, passive and disorder and most of the region have slower circulation, a smaller proportion. How to regulate , guide and promote the circulation of farmland is an urgent problem to resolve. This article attempts to find out the realistic barriers of farmland transfer, break the plight of the circulation of farmland in China and construct the transfer mechanism of efficient, standardized and orderly operation which the market, the Government and the farmers participate in concert.
