摘　　要： 我国现已进入工业化中期和城市化建设发展时期,发达国家的实践表明,这一时期是资源消耗最多,对环境影响最大的时期。当前我国已明确提出要建设资源节约型环友好型社会,实现经济增长方式由粗放型向集约型的根本转变。而大力发展循环经济是集约型增长方式的内在要求和重要内容,是实践经济增长方式的必然选择。为此,我国当前应该采取一系列政策措施大力发展循环经济。 It has been demonstrated by the practice of developed nations that resources are consumed the most and environment affected the most at the stage of the middle industrialization and quick urbanization, a period China is going through now.Reversely,China has proposed building a resource- economical and environment- friendly society, and transforming from a primitive model to a concentrative model in the economic development. Therefore,the author of the paper argues that developing recycling economy is not only an inherent requirement and important content of concentrative model,but also a natural choice for the Chinese development.
