摘　　要： 深化落实运动项目协会实体化改革,是贯彻“放管服”政策的必要实践路径。采用文献资料、实地调查、系统分析等研究方法,从广东省篮球协会的实体化运行背景出发,以省级篮球联赛体系构建为逻辑思路,对广东省篮球联赛赛事体系及长效运行机制进行研究。结果表明,广东省篮球联赛经历了筹备与建立、起步与发展、健全与完善四个关键时期;从组织机构架设、联赛运行体制、参赛队伍全覆盖、赛事保障与社会服务运营等建立起一套富有地域篮球文化特色的省级篮球联赛运行体系。通过摸索实践发现,广东省篮球联赛的长效发展需要从健全组织管理机构,注重专业人才的引进与培养;不断优化联赛赛制,提高联赛质量;健全管理体制与运行机制,保障联赛稳定发展;完善县级——市级——省级三级联赛体制,扩大人才挖掘途径;提高分赛区招商能力,加大联赛市场开发力度等方面健全赛事运行保障体系。 Deepening the materialized reform of sports association is the necessary practice path to carry out the policy of“putting management into service”.By using the methods of literature review,field investigation and system analysis,this paper takes the construction of provincial basketball league system as the logical way of thinking from the background of the substantial operation of Guangdong Basketball Association.This paper studies the system and long-term operating mechanism of Guangdong Basketball League.The results show that the Guangdong Basketball League has experienced four key periods:preparation and establishment,starting and development,perfection,and perfection.Set up a rich set of organizations,run the league,cover all the participating teams,guarantee the competition,and run the social services,etc.There are regional basketball cultural characteristics of the provincial basketball league running system.Through exploration practice,it found that the long-term development of Guangdong Basketball League needs to improve the organization and management,pay attention to the introduction and training of professional talents,constantly optimize the system of league matches,and improve the quality of the league.Improve the management system and operational mechanism to ensure the stable development of the league,improve the county-city-provincial third-level league system,expand the way of talent mining,improve the ability of regional investment;Strengthen market development and other aspects to improve the operational security system.
