摘　　要： 进入新世纪,我国步入深刻的社会变革的新阶段,面临的既是黄金发展期,同时又是矛盾凸显期,与突发事件相关联的安全、风险、危机、灾害、紧急状态等词语,频繁现于政府、学界和公众的公共话语中。社会突发事件作为一个新兴概念在9.11事件及SARS事件爆发后,更是掀起一股"研究热"。然而,"社会突发事件"在学术界研究和实际应对中还走在探索之路上,有必要对社会突发事件的概念作明确界定以及其特征进行分析,与此同时,应从科学发展观及构建和谐社会的角度正确看待社会突发事件的研究价值。 The 21st century China is at the profound social transformation new stage,facing a golden period of development,but also a period of prominent contradictions,and the words associated with unexpected event such as safety,risk,crisis,disaster,emergency frequently turn on in the public discourse of government,academia and the public. After 9 ？ 11 incident and the outbreak of SARS,social unexpected event as an emerging concept also sets off a ＂hot research＂. However,the ＂social unexpected event＂ also goes on the road in the academic research and practice,it is necessary to clearly define the concept of social unexpected event and analyze its characteristics, as well as correctly view the value of social unexpected event from the perspective of the scientific development concept and building a harmonious society.
