摘　　要： 随着来华的外国人越来越多,公安部门、税务部门、街道办等基层部门,都可以考虑把管理外国人的职能分离出来,设立多个只面向外国人的政府机构。这些外国人管理机构可以更有针对性:设立在外国人聚居的地方,选择在会说附近聚居外国人的语言的工作人员,提供适合附近外国人需要的特色化管理和服务。相较于大型的、综合性的政府机构,小型的、专门性的政府机构或许更适合管理不断变化着的外国人口。 With a growing number of foreigners in China, it can be taken into consideration to separate the functions concerning management of foreigners from police department, taxation department, Sub-district Offices and other grass root departments and to establish several governmental agencies specially oriented to foreigners. We can make these administrations for foreigners more targeted by locating them in places densely inhabited by foreigners, selecting staff with capability of languages used by foreigners living there and providing customized management and service to meet the needs of the foreigners in the communities. Compared with large and comprehensive governmental agencies, those smaller and more specialized ones may be more suitable for the management of foreigners whose situation keeps constantly changing.
