摘　　要： 依法行政的制度基础包括依法行政的方法制度基础和依法行政的制约制度基础。尊重人性、宪法和市场经济规律,是依法行政的方法制度基础。行政权力制约、行政程序制约和行政责任制约,是依法行政的制约制度基础。依法行政的非制度基础包括依法行政的法律意识基础和依法行政的法律信仰基础。 The system base of administration by law includes the method system base and the restriction system base of administration by law. The method system base refers to the respects of human nature, constitution and the laws of market economy, while the restriction system base refers to the restrictions on the rights, procedures and responsibilities of administration; the non-system base of administration by law includes the law awareness base and the belief-in-law base of administration by law.
