摘 要: "在家上学"虽然客观上逃离了学校教育,但主观上并没有逃避义务教育;作为父母积极行使儿童受教育权的行为,"在家上学"吻合了义务教育制度的创立精神。然而,"在家上学"绝不意味着父母可随心所欲地选择、并为所欲为地施教;如果这样,则毋宁说是对适龄儿童的奴役。而只有强化可行性并提升实效性,"在家上学"方能与学校教育殊途同归,并最终成为学校义务教育的有效补充。为此,应建立严格的准入、服务、评价、监督与退出机制,并建构"家庭—学校—社区"相配套的社会支持系统。 'Home schooling'is not something that the parents initiate in order to seek individualized educational experiment,but rather a direct consequence of their lost confidence on school compulsory education. It originates from the grievances of school education,and coincides with the purpose of compulsory education system. However,it does not mean that parents can make arbitrary choices in whatever they teach; if so,it would be an enslavement of school- age children. Only through strengthening the feasibility and effectiveness can 'home schooling'and school education reach the same goal by different routes,and eventually become an effective supplementary to compulsory education. Therefore,we should establish strict mechanisms of entry,service,evaluation,supervision and exit and at the same time build the social support system based on 'family,school and community'.
