摘　　要： 在我国公安执法的理念中,长期存在着两个"偏重":一是偏重打击犯罪,忽略保护和服务功能;二是在打击违法犯罪的过程中,社会正义感偏重,执法尺度过松。在这两个"偏重"的指导下,我们不仅不能很好地完成公安工作的任务,反而在打击违法犯罪的同时制造了新的社会对抗因素。从长远来看,警察只有以服务为主,构建"附条件并附期限的无罪推论"的思维模式,公正执法,才能弘扬社会主义法制精神,真正实现社会主义政治文明。 In the concept of police' s law enforcement, there exit two particular stresses: one lays particular stress on combating criminals and neglects protection and service. ; the other lays particular stress on social justice and slacks law enforcement. Under the instruction of such concept, we cannot fulfill the mission of police but create new confronting factors.In the long run, police should take service as the leading factor while constructing a new concept of fair law enforcement.
