摘　　要： 针对广东省科技企业孵化器发展不平衡不充分等亟需解决的问题,以2015-2017年广东省21个地级市的科技企业孵化器为样本,研究其整体发展现状及投入产出变动情况,并基于随机前沿分析方法 (SFA)计算分析其运行效率。研究发现:(1)科技企业孵化器的人力和物力投入逐年下降,但财力投入波动不定;(2)经济效益和创新效益呈“U”型变化,孵化效益呈倒“U”型变化,社会效益呈逐年下降趋势;(3)科技企业孵化器行业已进入高速发展高级阶段并正处于高质量发展初级阶段,具有高度集聚性,在区域分布上存在“高数量低效率,低数量高效率”的现实问题,总体而言平均运行效率仍然不高;(4)科技企业孵化器的寿命越长效率水平越低,综合型科技企业孵化器效率水平稳定上升,民营性质与非国家级科技企业孵化器的效率水平明显优于国有性质和国家级科技企业孵化器。基于研究发现的问题,提出几点针对性政策建议,以期为促进科技企业孵化器发展提供一些政策启示。 In response to the urgently needed problems such as the imbalanced development of Guangdong's technology business incubators,based on stochastic frontier analysis method(SFA)calculation and analysis o f its operating efficiency,the technological business incubators in 21 prefecture—level cities of Guangdong from 2015 to 2017 were taken as samples to study their current situation and input—output changes.This paper found that:(1)The manpower and material resources inputs of the technology business incubator have decreased year by year,but the financial input has fluctuated;(2)Economic benefit and innovation benefit show U—shaped change,incubation benefit shows inverted U—shaped change,and social benefit shows a downward trend year by year;(3)The technology business incubator industry has entered the advanced stage of high-speed development and is in the initial stage of high-quality development.It has a high degree of agglomeration,and there is a practical problem of"high quantity and low efficiency,low quantity and high efficiency"in regional distribution.The average operating efficiency is still not high;(4)The longer the lifespan of the technology business incubator,the lower the efficiency level,The efficiency level of the integrated technology business incubator is steadily rising.The efficiency level of private and non-state—level technology business incubators is significantly better than that of state—owned and national technology business incubators.Based on the problems found in the research,this paper proposed several targeted policy suggestions with a view to providing some policy enlightenments for promoting the development of technology business incubators.
