摘　　要： 创新型政策的采用和普及体现群体交流和互动。简单的个体行为经过一定过程可以使整体变得有序,而蚁群群体智能理论研究的是群居性生物通过协作表现出的宏观智能行为特征。因此,可从蚁群群体智能理论视角出发研究创新型政策。首先,在解释创新政策的扩散方式方面,有类似蚁群群体智能的行为特征和决策方式。其次,在政策普及过程中,如遇到类似蚁群群体迷失的情况,蚁群群体智能理论亦可提示采用何种方法解决这个政策扩散方面的问题。 During the procedure of adoption and promotion the innovative policy reflects the groups＇ communication and interaction. A simple individual behavior, after a certain process, can make the whole become orderly, and the ant colony of swarm intelligence study how the gregarious creatures get macro intelligent behavioral characteristics through collaboration. Therefore, from the theory of ant colony swarm intelligence to study innovation policy is a good theoretical perspective. Not only to explain the diffusion of innovation policy, which is similar to the behavioral characteristics and decision style, but also to give an solution to an question,-if someone encounter groups lost which is always happen in ant colony, it gives some pieces of advice. Based on this, the policy is conducive to the spread of innovative policy commendations.
