摘　　要： 评析了互联网治理的时代背景、重要意义和内涵,对目前关于互联网治理的思想理论进行了梳理和述评,剖析了技术主义、自由主义、社群主义、威权主义、多利益相关者模式等主要思想理论的思想内容与实际影响,指出技术主义、自由主义、社群主义思想存在明显的理论漏洞和现实缺陷,而多利益相关者模式是国际互联网治理的一个重要趋势,强调我国网络综合治理模式规避了过往的互联网治理模式的明显不足,具有显著的理论创新意义和重大的实践价值。提出后移动互联时代背景下,互联网治理面临新的课题,网络虚拟社会的发展和影响、信息网络技术和应用的革新、网络对国家和政治安全的影响、信息内容和信息社会文明的建设已成为亟需研讨和应对的任务。 This paper analyzes the background,signifi cance and connotation of internet governance,sorts out and comments on the current ideological theories of internet governance,analyzes the ideological content and practical infl uence of the main ideological theories such as technicism,liberalism,communitarianism,authoritarianism and multi stakeholder model,and points out that there are obvious theoretical loopholes and practical defects in technicism,liberalism and communitarianism.And multi stakeholder model is an important trend of internet governance.The paper emphasizes that China’s comprehensive network governance model avoids the obvious shortcomings of the past internet governance model,which has significant theoretical innovation significance and great practical value.Under the background of post mobile internet era,internet governance is facing new issues,the development and influence of network virtual society,the innovation of information network technology and application,the influence of network on national and political security,and the construction of information content and information society civilization have become urgent tasks.
