摘 要: 国内中心城市人才的状况和水平受到城市发展阶段、产业结构及社会发展水平等因素的影响。当前,在国内经济社会转型的关键时期,制约中心城市人才发展的瓶颈主要表现在观念意识、体制机制、服务支撑体系和人才载体4个方面。以珠海经济特区为例,围绕上述4个方面展开深入、系统的研究,提出从突破制约因素入手,通过制度和体制机制创新、服务支撑体系构建、文化环境和氛围营造、人才培养教育模式创新、人才引进渠道拓展等策略手段解决中心城市多维度的人才需求问题。 The condition of talented people in China^s central cities is affected by developing stage, industrial structure and society development level. In the crucial period of economic and society transition, four aspects of factors are now restric- ting the talent development in China's central cities: mentality, institution, service supporting system and talent carrier. This essay takes Zhuhai Special Economic Zone as an example and, pivoting on the stated themes, presents in depth analy- ses and a systematic research to start from breaking through the restrictive factors, and solve the central cities'multi--di- mensional demand of talents through various methods. These methods include institutional innovation, the construction of a service supporting system, the cultivation of cultural environment and atmosphere, the exploration of education mode and the expansion of the introduction channel of talented people.
