摘　　要： 围绕着产业调整中的两个基本问题,即"谁来调整"以及"调整什么"等问题,阐述了60多年来我国产业结构调整机制变迁的内在逻辑。根据这种逻辑,将我国产业结构调整分了三个阶段,即行政手段直接调整、以增量带动存量的调整以及以产权交易为核心的存量调整。当前我国正处于的第三个阶段的存量调整需要通过创新、资本市场发育、社会保障体系完善、制度性交易成本降低以及国有经济改革等方面的深化改革加以推进。 This paper mainly illustrates the inherent logic of the change of Chinese industrial structure adjustment mechanism over the past 60 years around the two basic questions in industrial structure adjustment: who should adjust and what to adjust? According to this logic,we divide the history of Chinese industrial structure adjustment into three stages including the stage of adjusting with administrative means,stock adjustment stage driven by increment adjustment,and stock adjustment stage with property right transaction as a core. Nowadays,China is going through the third stage. The advance of this stage requires innovation,development of capital market,improvement of social security system,decrease of institutional transaction cost,and the further reform of state-owned enterprises.
