摘 要: 教育政策失真无外乎以下几方面:第一是重新定义政策概念边界;第二调整政策安排的组合结构;第三政策架空;第四政策浮夸;第五政策缺损等。即教育信息的“扭曲”和“失真”、构思教育政策的知识工具的欠缺、不确定性和外部性影响、意识形态的时滞和刚性、强势利益集团的主导作用。这其中的任何一个因素都可能导致教育政策失真。当然,可以肯定地说,除此之外还会有另外的原因同样可能引致教育政策失真。 The distortion of education policy manifests itself in the following aspects: redefine the boundary of concept; adjust the arrangement and combination; the policy is impractical, etc. That is to say, education policy can be distorted by any one of the following factors: the distortion of the educational information; lack of knowledge equipment needed in working out education policy; uncertainty and external influence; time lag and rigidity of ideology; the leading role of strong interest group. Of course, there are still other factors which will result in the distortion of education policy.
